Position:  Advocacy Specialist 5 (Ombudsperson Program Director)

Appointment Information:  Permanent, full time, hours: 8:30 - 4:30 (negotiable);
salary range: $81,856 - $100,822 (PS&T SG-27, noncompetitive)
Appointment is pending NYS Division of the Budget approval to hire.

Location:  Division of Advocacy, 401 State Street; Schenectady, NY 12305    

Minimum Qualifications:  A Bachelor's degree AND six years experience working in programs for individuals with disabilities including: three years working directly with individuals with disabilities; two years of advocacy experience in a human services field; three years of supervisory experience; and, excellent written and verbal communication skills.  A Master's degree in a human services field may be substituted for one year of the required general experience. The successful candidate will have demonstrated experience in, and commitment to, advocacy on behalf of individuals with disabilities. This position requires travel throughout New York State.

Duties:  Plan, manage, direct and oversee all activities of the Ombudsperson program and its remote work force of regionally based Ombudspersons assigned to developmental centers operated by the NYS Office for Persons with Developmental Disabilities throughout the state.   The Director will identify current practices, procedures or policies that adversely affect the health, safety and welfare, or rights of individuals receiving services at the developmental centers and coordinate the implementation of advocacy strategies and response activities designed to address these issues; implement the regulations, policies, guidelines and standards impacting individuals receiving services at the developmental centers; develop, implement, and conduct training for Ombudspersons assigned to the regionally based developmental centers; direct and oversee the training, technical assistance, and materials provided to the Ombudsperson, developmental center personnel, and the Boards of Visitors related to the program; represent the agency at meetings, conferences and work groups related to the Ombudsperson Program and related advocacy issues; evaluate the effectiveness of the program; and, perform other related duties as required.
